Gail Looney

Gail Looney is Director of Foundations and Government Relations, Orchestra Librarian and musician (piccolo/flute) for the Wheeling Symphony and adjunct professor of flute at West Liberty University (WV).  She holds a Bachelor of Music Education, Master of Music in flute performance, and Ed. D. in education and public administration from West Virginia University.  Dr. Looney has served as Executive Director of the West Virginia Center for Professional Development where she organized and implemented learning opportunities for public school teachers and principals.  Prior to that appointment, she served as the Ohio County Schools (WV) Director of Federal Programs writing grants and supervising teachers of underserved students, Coordinator of Gifted Education where students progressed through accelerated programs in writing and mathematics, and Director of Professional Development where teachers increased their teaching skills.  Her most important work in her early career was serving as an elementary music teacher.
